Report on Presentation to Surf Coast Shire on Growing Winchelsea Budget submission
Special council meeting (via Zoom) at 6.00PM 30th May.

The key points were:

  1. The budget impact for completing a Business Case and Legal documentation was assuming an out-sourcing of these tasks. It has been suggested to Growing Winchelsea that this work could be
    completed internally (by the tri-alliance members) thus a zero-dollar cost.
  2. The level of goods and services “imported” into Winchelsea as of May 2022 against a vision of 2035 opportunity to “export” from Winchelsea.
  3. A description of the industrial estate:
    1. A zone overlay including a 30-hectare extension to the west of the current estate.
    2. Establishment of an “infrastructure ring” to provide Power, Water and Sewage to the entire estate permitting growth of occupation in the estate at minimum cost to the new owner. This also will accommodate differing land size requirements of each new operator.
    3. Development will be completed by a registered / authorised developer.
  4. Create a Tri-alliance with Surfcoast Shire, Powercor and Barwon Water to:
    1. Develop an agreement:
      1. of the specifications of a) the “infrastructure ring” and 2) Land coverage, building structure, height of buildings and car parking
      2. To gain agreement for a ROI model for each of the tri-alliance members
    2.  To establish the criteria for the selection (via EOI) of the “authorised” developer where their skills and ethics are to be included in their accountabilities for
      1. Service to a) the tri-alliance, and b) the customer
      2. Quality of works including safety and conformance to the agreed estate specifications.
      3. Innovation, to work with the Tri-alliance to better accommodate the estate needs over time
      4. Price, to work with customers to ensure a competitive total cost of Winchelsea Estate while ensuring the ROI for each member of the tri-alliance.
  5. To monitor the uptake and development of Winchelsea and Hinterland residents as employees by new occupants.

Response from the Councillor’s at the presentation, if questions are a good sign for “wishing to know more” I believe we had a good hearing.
