Windfall Gains Tax questions answered at Community Forum

Come to the next Growing Winchelsea Community Forum and hear about the Windfall Gains Tax, the Place Plan and other topics of interest for the community on Monday 14 July 2025, 6.00pm at the Senior Citizens Club in Harding Street.

Landowners can accrue significant windfall gains when the value of their land increases due to the actions of government. These landholders may pay a tax on their windfall gains.

The recently adopted Urban Futures Strategy for the Surf Coast Shire has highlighted the need to facilitate an increase in the supply of land zoned for urban residential use and a need to identify suitable land to meet anticipated medium to longer term housing needs.

As a result, there is a need to facilitate the rezoning of land in Winchelsea to increase available residential land supply in the short term. Additional urban residential land needs to be identified to provide for longer term growth.

The next step is the place planning process being undertaken now for Winchelsea, by the Surf Coast Shire, to determine the capacity for sustainable growth beyond 10,000 people. Kate Sullivan, Manager, Integrated Planning with Surf Coast Shire will talk about the Place Plan at the meeting.

“Against this backdrop of future planning, a level of concern has been raised due to the lack of understanding about the impacts the Windfall Gains Tax may have on landowners. Therefore, a presentation by the State Revenue Office is timely and I encourage everyone to come and hear firsthand about the Tax,” said John Tebbutt, President of Growing Winchelsea.

Rezonings of land can occur in several ways. For example, you (as the landowner) may make a request to your local planning authority to have your land rezoned. A rezoning can also occur as part of a broader change to the area promoted by a planning authority.
